Its been like that since Season 2 btw. Radiance Stacking is bugged. When you apply 2 Radiance instances on the same creature all Radiance instances will collectively expire with the end of 1st instances duration timer. One way to experience that is to shoot multiple bolts into the terrain and the Radiance instances that they apply will all end in 5s6s Burn Rads and Freeze Rads have different durations no matter what you do.
