Beatty raised concerns about the financial vulnerabilities of Electronic Benefit Transfer (EBT) account holders, particularly those who depend on SNAP benefits. She emphasized the need for these consumers to have reliable electronic access to their account information in a market that lacks competitiveness. In light of the CFPB's proposed Section 1033 rule, which invites public input on whether the rule should cover EBT accounts, Beatty suggested that the rule could significantly benefit at-risk consumers by providing them with legally enforceable rights to access their financial data, thereby helping them detect and report fraud. Director Chopra agreed on the value of transaction data for EBT recipients and expressed a willingness to work through the complexities of including EBT accounts in the rule, in collaboration with the USDA and state and local governments. Beatty also addressed the 1071 small business lending rulemaking, relating her own experiences as a successful small business owner. She underscored the necessity of transparency in small business lending to eliminate discrimination and ensure access to credit, particularly for businesses owned by women and people of color. Addressing concerns about the rule being overly burdensome for small lenders, Chopra explained that the CFPB had made adjustments to accommodate them, including increasing the exemption threshold, reducing collection requirements, and providing additional compliance time for smaller lenders. The dialogue between Beatty and Chopra highlighted the CFPB's efforts to implement laws faithfully while balancing the concerns of small businesses and lenders. Beatty concluded by stressing the bipartisan interest from small business owners in the outcomes of these regulatory discussions.
