It makes use of many repeating particle commands that target specific invisible armor stands. Unfortunately, it does cause a bit of lag; if you already have a few datapacks doing wacky stuff, you might see TPS drops, though I am looking for ways to optimize it. Aside from that, one thing I didn't mention in the video is that if you want to uninstall the datapack, before deleting it from your datapacks folder, run the command "/function cparticles:deletetriggercommands". This will remove all the commands in /trigger. (They wouldn't do anything if you deleted the datapack, but it removes clutter.)
